Cardano Vote Over Toto Finance's $5 Million Copper Reserve
Toto Finance wants to use 22 million ADA for a tokenized copper reserve, with storage in a COMEX warehouse near New Orleans. Cardano holders are voting on the proposal until November 15, while the treasury is already close to its spending limit.

Key Takeaways
- Cardano holders are voting until November 15 on Toto Finance's proposal to use 22 million ADA from the treasury for a copper reserve.
- The plan buys physical copper and ties CuTT tokens to it; according to the calculation, copper needs to rise about 49.4% to make up for the spending.
- The vote is sensitive because about 91% of Cardano's withdrawal limit has already been used, and the proposal asks for almost three times as much ADA as an earlier request.
Cardano holders are voting on a proposal from Toto Finance to pull about $5 million (€4.5 million) from the treasury for a copper reserve. Under the assumptions in the plan, copper needs to rise by nearly 50% before the original spending is recovered. The vote runs until November 15.
What Toto Finance Wants
Toto Finance wants to use 22 million ADA from the Cardano treasury for what it calls the Cardano Strategic Copper Reserve. About two-thirds of the budget goes toward physical copper of exchange-grade quality, stored in a COMEX-approved warehouse near New Orleans. In return, there will be a token, CuTT, that represents each verified pound of copper.
The copper would be held for 18 to 24 months and then sold the following year. The net proceeds and any unused funds would go back to the treasury no later than 36 months later. Still, there is no guarantee that the treasury will get the original ADA back.
The Math Behind the Plan
The remaining third of the budget is meant for storage, insurance, audits, oversight, and Toto's work. If the full budget is spent and the dollar value of ADA stays the same, copper would need to rise about 49.4% according to the proposal to recover the withdrawal.
The plan uses a purchase price of $6.73 (€6.01) per pound of copper and a sale price of about $10.06 (€8.98). Monty Metzger, founder and chairman of Toto, said copper can rise about 30% per year under bullish scenarios. He added that commodity prices can also fall.
Toto says it will not make a profit from the proposal itself. According to Metzger, a large part of the extra costs comes from Cardano's constitutional requirements for oversight and auditing.
Why This Matters for Cardano
The timing is sensitive because the Cardano treasury is already close to its spending room. The treasury works with a net change limit, a constitutional brake on how much ADA can be spent net in a given period. By October 16, about 91% of the 500 million ADA withdrawal limit had already been used, leaving about 42.6 million ADA available until July 2027.
That makes the copper plan large compared with the remaining room. In May, an earlier request from the Cardano Foundation for its summit did not get the required support, after which the event was canceled. The new proposal asks for almost three times as much ADA.
For European crypto followers, this shows how far tokenization has already spread through the crypto market. Tokenized commodities make physical raw materials tradable through blockchain tokens, and that segment has grown strongly in 2026. At the same time, the question remains how practical these projects are within treasury rules, audits, and collateral structures. Cardano has already taken steps toward tokenized assets, including a spin-out that tokenizes shares onchain.
